Information is part of access
Proposed Part 27 says general transport information cannot be solely online, requires timely uncommon formats and direct assistance while a requested format is produced, specifies large-print design, and adds braille requirements. It proposes WCAG Level AA for online information, accessible next-stop information, planned-disruption information in varied formats, publication of barriers and access features, and accessible public ICT.
Functional impact
Passengers can plan and adapt their journey without relying on another person. This is especially important during disruptions, when inaccessible or late information can strand a person or make a transfer unsafe.
Provider impact
This affects websites, apps, PDFs, call centres, displays, announcements, social channels, incident systems, vendor platforms and content governance. It cannot be solved by a one-off website remediation.
Strategic implementation process
- Establish a single accessible-content standard for all public channels.
- Test planned-disruption workflows with passengers who use screen readers, captions, braille, large print and plain language.
- Create a maintained access-feature/barrier data set, with clear ownership and update triggers.
- Set WCAG AA acceptance and regression testing in every digital change.
